Windows 10 Can't get rid of old Microsoft account which I cannot access



I have an old Microsoft account which no longer responds to its password. I have tried to recover the account, but I'm told to fill out a form. After doing so, a message comes back saying I did not provide enough information and I need to fill out the form again. I've filled it out at least 10 times and get the same answer every time.

I have a new Microsoft account, but when I using the Microsoft store, it keeps using the old one and won't let me download anything, paid or free.

I have asked Microsoft to delete the old account, but they claim they can't. They have recovered it a few times, but it won't let me delete it or change the password, so I'm still stuck with it.

Please does anyone have any ideas on how to get rid of it. I don't think I should have to pay a Microsoft tech to correspond with me even if it is only $1. It's their system; they should support it without charge.
