Windows 10 Can not change where new content is saved.

I want to download Sea of Thieves (SOT). When I try to install it to my E drive it says "This location isn't set up for installing games. Set it as you location for where new apps are saved" ( View:
). When I click on that it takes me to the setting page "Change where new content is saved" (System - Storage - Change where new content is saved) ( View:
). Everything is going well so far, but when I try to change where "New apps will save to" it says, "We couldn't set your default save location." ( View:

Anyone knows why this happens. The error code I get is 0x80070005.
